Congressional Republicans Embrace President's Proposal to Overhaul Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a plan toxic to Democrats: scrapping the ACA, known as Obamacare.

Deepening Consequences of Federal Closure

The effect on US citizens from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Golf Course

As Saturday's session got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers expressed concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and continue the payments for a year.

Another senior Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.

"Inaction is derelict because people will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers indicated that the core of such a proposal would eliminate the ACA's mandate that carriers cover individuals with existing health issues.

After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
